B. The contracting parties take note and state that they immediately consult any issues that one of the parties may raise regarding issues relating to the United States military presence in Greenland that fall within the defence agreement and this agreement. To the extent that these issues cannot be resolved through local consultations, the parties consult either within the standing committee or, if necessary, through diplomatic channels. 2. The parties agree that the provisions of Article VII of the defence agreement are considered to be a complementary agreement between the parties for NATO`s SOFA. The Greenland government wants to further develop trade with the United States and this has been encouraged since the signing of the Igaliku Agreement in 2004. The Igaliku Agreement is a series of agreements that define, among other things, the U.S. military presence in Pituffik (Thule) and a broad civil partnership between the United States and Greenland, an agreement signed on behalf of our country by the Then Greenland Foreign Minister. Until the conclusion of the agreement, Kauffmann had to fight a few battles, because not everyone agreed to represent “free and independent Denmark” alone. These included two governors in Greenland, Eske Brun (governor of North Greenland, living in Qeqertarsuaq/Godhavn) and Aksel Svane (governor of southern Greenland, living in Nuuk/Godth-b). Both felt legally entitled to negotiate Denmark`s interests in Greenland.
In addition, their perception had the support of the Danish government. This article has tormented relations between the United States, Denmark and Greenland – and today the article is still the subject of debate. Especially after World War II, the treaty caused diplomatic headaches between the United States on the one hand and Denmark-Groenland on the other. Until 1951, no agreement was reached on a treaty change and there has still been no amendment to Article X. Subsequently, several additions were included in the treaty, the most recent of which was the Treaty of Igaliku, signed in 2004 in a southern settlement of the Frog. 2. The Flag of the Kingdom of Denmark, the Greenland Pavilion and the United States Flag fly over Thule Air Force Base. In order to facilitate cooperation in the protection and internal security of Thule Air Base, the Danish and Greenlandic authorities assist the United States authorities on request and appropriately and in accordance with existing agreements and agreements. c. In accordance with the amended Defence Agreement and the Memorandum of Understanding of March 13, 1991, and without prejudice to other agreements and arrangements between the parties, the United States Government will consult and inform the Government of the Kingdom of Denmark, including the Government of Greenland, before any substantial changes to U.S. military operations or facilities in Greenland.
5. The contracting parties agree that Article X, the first sentence, of the defence agreement will be removed and that the term “NATO agreement” in this article refers to NATO`s CANAPÉ. This led to an agreement on Greenland`s self-rule of 21 June 2009 (Greenland National Day). In addition to the takeover of mineral and natural resources, Greenland has also been granted the right to take over the management of several other areas. However, this was done on the condition that Greenland would now have to finance these areas, which were once financed by Denmark. This agreement enters into force on the day of signing and remains in force for the duration of the defence agreement.
